The Healthcare Commission's improvement review of tobacco control

Abstract
In January 2006, the Healthcare Commission collected bespoke data from all primary care trusts (PCT's) in England as part of their improvement review of tobacco control. The assessment of this data has provided a comprehensive picture of the performance of PCTs in:
· delivering effective smoking cessation services
· reducing exposure to second hand smoke and
· managing an effective local tobacco control programme.

The assessment framework was developed following extensive research, discussions with experts, engagement events with stakeholders and development and piloting in PCTs.

A database detailing the level of achievement for every PCT is available at www.healthcarecommission.org.uk, which allows you to compare between PCTs of similar character or location for each of the criteria we assessed them against.

This work is driving improvement in stop smoking services and tobacco control work across the country. It has enabled PCTs to identify areas of work that can improve and to learn from shared best practice. The weakest 10% of PCTs have developed improvement plans, which will be closely monitored by regional Healthcare Commission Teams. We have also developed key indicators of success and PCTs will be measured against these as part of the annual health check, in the future.

This presentation will look at the results of the data analysis and discuss what has been learnt about effective delivery of tobacco control work in PCTs.

Biographies

Charlotte Blencowe currently works within the Public Health team at the healthcare commission, leading in tobacco control. Previously Charlotte worked for 5 Counties CHD Collaborative, which later merged into Thames Valley Cardiac Network. Charlotte has an academic background in Human Biology..

Joanne Hunter is a development manager in the public health team at the Healthcare Commission having previously worked at the Commission for Health Improvement.  Joanne led the development and rollout of the tobacco control improvement review – one of the first wave of improvement reviews launched 2005/06 - and is currently working on the national report to be published in autumn 2006.  She has a commercial background and is a Master of health economics.
