Is there a price to pay to meet 4-week quitter targets? - 'warts and all' experiences of Derwentside Smoking Cessation service

Abstract
The presentation wil address how Derwentside PCT Stop Smoking Service moved from a Specialist level of delivery to a Primary Care focussed delivery to help meet Local Delivery Plan (LDP) targets, outlining the challenges this presented and are still presenting.

The presentation will cover the following issues:

- An overview / description of the model of service delivery prior to and after the changes were initiated. Change from a service delivered by 1 Specialist Advisor running groups in a range of settings, to a service delivered predominantly via Primary Care and GP Practices by "Intermediate advisors".

- Comparison of reach and impact of the two models of service delivery, including results of a health equity audit conducted on the results of the two different models.

- Assessment of the "quantity v's quality" dilemma.

- The issues that had to be / still have to be addressed in implementing change across the PCT area including; support of the PCT executive, support of GP Practices, GMS2, to pay or not to pay, data collection and ownership, training and the role of the Specialist Service.

- The pros and cons of change. From immediate payback to back to square one!

- Recomendations, drawing upon local experiences, for services considering change.

There will be opportunity to share experiences and views, developing a pick list of options for service providers, relating to issues raised.

Biography
Iain graduated with a BA(Hons) Sports Studies in 1992 and worked in a range of health settings before starting in a local Health Promotion department in 1997. He compelted his MSc in Health Sciences in 1999.

He has been involved as a service Coordinator since the launch of the first wave of Stop Smoking Services in Health Action Zones in 1999. He has been responsible for developing action plans for three Stop Smoking Services and has led, in partnership, a range of innovative projects focussing on target gorups. These include Bangladeshi and Pakastani Community Advisors, Community Pharmacy Intermediate level services and a Smoke Free Public Places Project supported by 3 Local Authorities and 2 PCT's.

As well as managing the Stop Smoking Services for Durham and Chester-le-Street and Derwentside PCT's he is also the Tobacco Controol Coordinator for each organisation.

He is chair of Smoke Free Derwentside and Vice-Chair of Smoke Free Durham and Chester-le-Street, two local tobacco control alliances working to a regional strategy developed by Smoke Free North East. He is also Chair of northern ASH, a local branch of the national charity, and has been a key figure in the North East, involved in lobbying for the rights of non-smokers for the past 5 years.

He has presented at various Regional conferences on Smoking Cessation and Tobacco Control and has been the main trainer in delivery of courses to Intermediate Advisors for the 3 services he has worked for to date.
