        Abstract
        Building consensus on use of nicotine vapourisers in enclosed public places: a stakeholder ‘conversation’

        Abstract

        Purpose
        Public Health England (PHE) is working to build consensus within public health and beyond around an evidence-based approach to use of nicotine vapourisers in enclosed public places and workplaces. In December 2014 – March 2015, PHE conducted an online discussion with stakeholders based around five draft principles to guide policies and practice.

        Methods
        PHE developed five draft principles which formed the basis for an online survey, framed as a ‘conversation’ on the evidence and its implications for policies and practice. To add depth to the debate, PHE invited tobacco control experts to provide independent video commentaries on each of the principles, either supporting the principle as drafted or suggesting improvements.

        Results
        978 responses were received. Across the five principles, the response was as follows:
        • “This is a fair reading of the current evidence and its implications”: 74% to 82%
        • “There is insufficient evidence upon which to base a position”: 11% to 16%
        • “This is not a fair reading of the current evidence and its implications”: 7% to 13%

        Conclusion
        Taken overall, the response to the survey indicates an encouraging level of support for PHE’s developing approach on use of nicotine vapourisers indoors.


        Presenter biography

        Elspeth Henderson has extensive experience of working in Government across a number of departments and agencies, specialising in communications and moving into tobacco control in 2014.

        Martin Dockrell has been involved in public health since the mid 1980s. He started in community-based responses to HIV/AIDS and moved through respiratory health and patient advocacy to tobacco control. He is former Director of Policy & Research at ASH.
