        CLeaR thinking: Developing excellence in local tobacco control

        Abstract

        Local Authorities in England now have the lead role for local Public Health. These important new duties come at a time of change for local government and rapid developments in tobacco control.

        ASH has worked with partners in the NHS, Local Government, professional bodies and the voluntary sector to develop a new model approach for local tobacco control that encourages local innovation and learning while aligning local policy with national priorities in the Tobacco Control Plan for England, NICE public health guidance and the Public Health Outcomes Framework.

        The CLeaR model for local action on tobacco provides councils with a formula to score themselves in three domains: Challenging services, Leadership and Results. After completing the self assessment, participating councils can then opt for a peer assessment where colleagues will come give their view. Both the internal and external assessment are regarded as of equal status. The assessment provides a mechanism for measuring progress year after year. The shared process of reflection allows councils to compare their experience, learning and planning for improvement.

        This workshop will introduce participants to the CLeaR process and show how councils can take part in this innovative approach to promoting excellence in local tobacco control.
